Carlos Hilado Memorial State University (CHMSU) officially welcomed 43 newly hired and promoted teaching and non-teaching personnel during an oath-taking ceremony held June 23, 2025, at the Talisay Main Campus.


The ceremonial oath-taking was presided over by Vice President for Academic Affairs Jay Estrellas, alongside Vice President for Research, Extension, and Intellectual Property Andrew Eusebio Tan, Supervising Administrative Officer Sharon Juance, and Human Resources Management Officer III Razel Mae Detablan.


University President Norberto Mangulabnan addressed the new personnel during an orientation session at the Talisay Audio-Visual Room, organized by the university’s Human Resources Department. In his remarks, President Mangulabnan emphasized the importance of excellence in public service and integrity in carrying out professional duties.





The comprehensive orientation program featured presentations from multiple departments covering essential topics for new employees. Rhoderick K. Samonte, Director for the Center for Internationalization and External Relations, presented CHMSU’s mission, vision, mandates, and core values. Rebecca Gegantoni, Administrative Officer V from the Records Office, discussed Freedom of Information protocols, while Maria Agnes Arcenas, Planning Officer III, covered the Strategic Performance Management System and served as TABBEA President for the TABBEA orientation. Yrika Mae Dusaran, Director for Quality Management, provided ISO 9001:2015 awareness training, and Benrie Nufable, ICT-MIS Head, explained Data Privacy Act compliance. Additionally, Atty. Ricci Siason, Attorney IV from the Legal Office, reviewed the 2017 Rules on Administrative Cases in the Civil Service (RACCS), and Razel Mae Detablan, HRMO III, outlined leave administration, compensation, and other human resources matters.


The orientation also covered employee benefits available during tenure at CHMSU, ensuring new personnel have a comprehensive understanding of university policies and procedures.
The university extends its congratulations to all 43 teaching and non-teaching personnel joining the CHMSU community.
