

Carlos Hilado Memorial State University (CHMSU) successfully conducted a comprehensive Financial Orientation for University Student Government (C-USG) and Publication Members across four campuses. The day-long training program was held on July 25, 2025, at the CHMSU Library – AFLEX 3rd Floor, LSA Building, CHMSU Talisay (Main Campus).
The Office of Student Affairs and Services recently conducted a comprehensive orientation to equip student leaders with essential knowledge and practical skills in financial management, fund processing, procurement procedures, and proper documentation for student organization activities.
University administrators and staff facilitated the training, which emphasized transparency and accountability in fund handling.
Director of Student Affairs and Services, Maria Victoria G. Violanda, welcomed participants and discussed key policies and memoranda related to financial procedures and documentation requirements.
The Finance Division segment was led by Accountant I Daniela Escleto, Administrative Officer IV and Budget Officer II Mary Ann Bravo, and Administrative Officer III and Cashier II Gener Ferrariz. During the session, student leaders engaged in hands-on workshops on preparing Project Procurement Management Plans (PPMP), submitting fund release requests, and crafting accurate liquidation reports.





Procurement management procedures were presented by Administrative Assistant I Sheila Alcontin and Administrative Officer I John Sedeño of the Procurement Management Office. Students gained practical experience in preparing purchase requests and other necessary documentation for acquiring supplies, materials, and resources for campus events. The session also introduced essential forms, templates, and effective timeline management strategies.
The orientation concluded with commitment statements from key student leaders, underscoring their dedication to responsible fund handling.
“We solemnly commit to adhering to the established processes and guidelines set forth by the university regarding the release of publication funds. [The publication funds] are not our personal money but came from the hard work of the taxpayers,” said Tanya Aguirre, Editor-in-Chief of Technopacer Talisay.
“On behalf of the entire CHMSU Student Government, our commitment is simple: to use the funds entrusted to us judiciously, consciously, and honestly,” added Neil Kevin Natabio, Student Regent and FCUSG President.
A special huddle session with student organization advisers was also held, facilitated by OSAS, to ensure continuous guidance and support for student organizations across all campuses.
