CHMSU execs attend CHED-NIR orientation on opening HEIs to transnational higher education

Executive officials of Carlos Hilado Memorial State University joined an orientation on opening HEIs to transnational higher education on October 15, 2025, organized by the Commission on Higher Education Regional Office XVIII – Negros Island Region.

CHMSU was represented by Vice President for Academic Affairs Jay Estrellas, Director for Internationalization and External Relations Rhoderick Samonte, Director for Quality Management Yrika Marie Dusaran, Director for Student Affairs and Services Maria Victoria Violanda, Director for Research and Development Services Ricky Acanto, and Director for Extension and Community Services.

The orientation underscored the CHED Memorandum Order No. 6, series of 2025, which elaborates on the “Application process for Authority to offer Transnational Higher Education pursuant to Republic Act No. 11448 or the Transnational Higher Education Act.”

Commissioner Shirley Agrupis, CHED Chairperson, Regional Director Raul Alvarez Jr., and Education Program Specialist Elma Paz of the International Affairs Service of CHED, welcomed the participating Higher Education Institutions to the event.

In their messages, the CHED officials urged the HEIs to join CHED in expanding access to quality higher education by enabling international collaboration between local and foreign universities.

Through the Transnational Higher Education Act, Philippine HEIs are allowed to form networks with foreign universities to offer joint programs and degrees, fostering academic exchange, increasing global competitiveness, and developing specialized skills for the knowledge economy.

Meanwhile, CMO No. 6, s. 2025, outlines the application process for interested colleges and universities.
