CHMSU execs join 2025 PASUC midterm convention, general assembly

Officials of Carlos Hilado Memorial State University participated in the 2025 Philippine Association of State Universities and Colleges (PASUC) Midterm Convention and General Assembly from July 9 to 11, 2025 at the SMX Convention Center Manila.

President Norberto Mangulabnan led the CHMSU delegation in the three-day event themed “Forging the Future: Empowering SUCs through Innovation, Sustainability and Excellence.”

He was accompanied by Assistant VPAA Ma. Riza Manalo, University Secretary Mary Leanne Laganhon, Chief Administrative Officer Atty. Juliet Pasustento of the Finance Division, College of Fisheries Dean Imee Perante, College of Industrial Technology Dean Angelie Lopez, Director for Information and Communications Technology Engr. Russel De la Torre, and Supervising Administrative Officer Sharon Juance of the Administration Division.

More than 1,000 presidents, academicians, education leaders, and administrative officials from 113 State Universities and Colleges (SUCs) across the Philippines converged to join the three-day event.

In her Secretary Amenah F. Pangandaman of the Department of Budget and Management as the Keynote speaker gave emphasis on the crucial role of the SUCs in nation-building by providing quality and accessible higher education to many Filipinos.

This landmark convention, according to PASUC, signals the association’s collective commitment to reshape Philippine higher education in response to fast-evolving national and global demands.

Commission on Higher Education Chairperson Commissioner Shirley Agrupis and Commissioner Marita Canapi followed with the keynote lectures entitled “Redefining SUC Governance for Transformative and Innovative Higher Education” and “Trends and the Future of Philippine Higher Education,” respectively.

The three-day conference feartured plenary sessions with speakers from the The Second Congressional Commission on Education, Asian Development Bank, Department of Science and Technology, Department of Trade and Industry, ASEAN Quality Assurance Network, and Department of Health, among others.
