Carlos Hilado Memorial State University signed the Memorandum of Understanding with the Provincial Government of Negros Occidental and the Department of Agriculture on May 15, 2025, to establish the Agriculture and Fisheries Resources Research and Extension for Development Network (AFRREDN Region 6).
CHMSU President Norberto Mangulabnan joined Negros Occ. Governor Eugenio Jose Lacson, together with Director Bernadette San Juan of DA’s Natural Organic Agriculture Program in signing the MOU on implementing guidelines on the establishment of the AFRREDN Region 6.
The ceremonial signing was held at the Governor’s Office, Provincial Capitol, in the presence of Aljen Vasquez, AFRREDN Region 6 Secretariat Chairman and Supervising Science Research Specialist, College of Fisheries Dean Imee Perante, Supervising Agriculturist Rex Jinon, Emmanuel Samson of the University of the Philippines Los Baños, Julian Geolingo of the Sugar Regulatory Administration, and OIC Provincial Agriculturist Dina Genzola, among others.
This initiative is part of DA’s efforts to institutionalize agriculture and fisheries resources to support the sector’s development and modernization.
It aims to strengthen the capacities of regional institutions and partners engaged in Agriculture, Aquatic, and Natural Resources, particularly in advancing their Research for Development and Extension activities.
The establishment of the network aims to transform the agriculture and fisheries sector into a globally competitive and sustainable industry, which will further ensure food security and improve the livelihoods of farmers and fisherfolk in provinces.
