Carlos Hilado Memorial State University continues to push forward with its digitalization initiatives through the launch of its new Learning Module System (LMS), Human Resource Information System (HRIS), and allied platforms for data management.
The launch was held in the afternoon of August 26, 2025 at the Function Hall, Talisay Campus.
Digitalization Chairperson El Jireh Bibangco introduced the alpha release of the LMS, following months of development and testing. During the launch, lead developer Christian John Moncera conducted a live demonstration, showcasing key features and functionalities of the system.
Human Resource Management Officer Razel Mae Detablan provided the rationale behind the HRIS, emphasizing its role in streamlining employee data and services. Developer Giovani Ten followed with a walkthrough of the system’s core features tailored for CHMSU personnel.
Although both systems remain in the development phase, the launch marked a significant step toward CHMSU’s broader goals in digitalization and internationalization.


















After the presentations, participating university designees, deans, faculty, staff, and program chairpersons engaged in a feedback session, offering clarifications and insights on the demonstrations.
Data Protection Officer Engr. John Kevin Moraca shared updates on allied systems currently in use across the university. These include the Admission Registration platform, Student Information System (SIS) Portal, CHMSU Identification Card & Security Access Activation (CIDSA), and the Online Student Information Sheet System, among others.
Representing ICT Director Engr. Russel Dela Toree, IT Officer Ariane Torres presented CHMSU’s digitalization roadmap, outlining strategic directions for information and communications technology.
In attendance were Vice President for Academic Affairs Jay Estrellas, Vice President for Administration and Finance Rosalinda Tuvilla, Assistant VPAA Ma. Riza Manalo, and Officer-in-Charge Vice President for Research, Extension, and Intellectual Property.
