NegOcc prov’l gov’t, CHMSU ink pact to support millennial entrepreneurs

The Provincial Government of Negros Occidental and Carlos Hilado Memorial State University (CHMSU) have formalized their partnership through a Memorandum of Agreement (MOA) to enhance skills development and provide knowledge and support to millennial entrepreneurs through the province’s Technology and Livelihood Development Center (TLDC).

Gov. Eugenio Jose Lacson and TLDC Head Liberty Alarcon signed the said MOA with University President Norberto Mangulabnan and Director for International and External Relations Rhoderick Samonte at the Provincial Capitol, April 29, 2025.

As stated in the agreement, the TLDC, in collaboration with the university, will implement and facilitate programs that equip millennial entrepreneurs with essential financial and asset management skills for sustainable business practices.

It will also conduct training and advocacy initiatives aimed at enhancing consumer protection, promoting industry standards, and developing practical skills for micro, small, and medium enterprises (MSMEs) and their entrepreneurs.

The Provincial Technology and Livelihood Development Center (TLDC) serves as a hub for technology transfer, livelihood opportunities, and entrepreneurial empowerment, aiming to improve the lives of producers, MSMEs, and skilled Negrenses.

CHMSU, through the College of Business Management and Accountancy will provide technical expertise as well as support to various programs and activities from the partnership.

Also present in the MOA signing were Fortune Towne Campus Executive Director Ruvy Tuble, CBMA Dean Marissa Quezon, and faculty members Stanley Sabuya, Felipe Chin Jr., Jonah Perulino, Kenrose Laguyo, Marissa Panogaling, and Ernesto Java.
