CHMSU, RRSU forge partnership on student dev’t, research, community extension

Carlos Hilado Memorial State University (CHMSU) and the Regional Recruitment and Selection Unit–Negros Island Region (RRSU–NIR) formally sealed their partnership through a Memorandum of Agreement signining ceremony on March 17, 2026.

Held at the Business Center of the CHMSU Talisay (Main) Campus, University President Norberto Mangulabnan and PLtCol. Jacob Crisostomo signed the agreement on behalf of the two institutions. The collaboration underscores the shared commitment of CHMSU and RRSU-NIR to advancing student development, fostering research initiatives, and strengthening community extension programs.

Also representing the university were VP for Academic Affairs Engr. Russel Dela Torre, Asst. VPAA Noralyn Esona, and the College of Criminal Justice Dean Purisima Romero and research coordinator Elenual Genova. Joining for RSSU was PLtCol. Adolfo Eyan, deputy chief.

Under the agreement, CHMSU, through the College of Criminal Justice, will take the lead in program design, research coordination, faculty development, and provision of venues and facilities. 

Meanwhile, RRSU–NIR will support career orientations, recruitment awareness, and extend institutional backing for joint initiatives.

The partnership is designed to enhance career preparedness, values formation, discipline, and professional readiness among CHMSU students.

It also paves the way for joint criminological and criminal justice research projects, alongside outreach programs that promote peace, order, and public safety in the region.

University officials emphasized that the collaboration reflects CHMSU’s commitment to holistic student development and community impact, while RRSU–NIR highlighted the importance of academic partnerships in strengthening public safety and professional standards.

This MOA marks a significant step toward building stronger linkages between academe and government institutions, ensuring that education and research contribute directly to nation-building and regional peace.

The MOA signing ceremony was organized by the Center for Internationalization and External Relations led by Director Rhoderick Samonte.
