Carlos Hilado Memorial State University (CHMSU) conducted its Mid-Year Agency Performance Review for Fiscal Year 2026 on August 4, 2026, at the Function Hall, CHMSU-Talisay Campus, bringing together university officials, college deans, and unit heads to assess the institution’s accomplishments for the first half of the fiscal year and to chart its strategic direction for the months ahead.
Organized by the Planning, Monitoring, and Evaluation (PME) Unit, the review opened with a message from the President Norberto Mangulabnan, who welcomed attendees and underscored the importance of the mid-year review in keeping the university’s programs and projects on track.
PME Head Maria Agnes Arcenas followed with the rationale of the activity, explaining the purpose and objectives of the day-long assessment. The heart of the morning session was the presentation of the FY 2026 Mid-Year Performance Review Report.

She then walked attendees through the university’s physical accomplishments, while Accountant Ana Fe Leonida, presented the corresponding financial accomplishments.
Attention then turned to the Highlights of the FY 2026 Mid-Year Accomplishments, presented in turn by three of the university’s Vice Presidents: Vice President for Academic Affairs Engr. Russel Dela Torre; Vice President for Administration and Finance Jay Estrellas; and Vice President for Research, Extension, and Intellectual Ma. Riza Manalo represented by Director for Research and Development Ivy Aboy.
Rounding out the morning proceedings, Engr. Kit Adrian Reyes, Planning Officer II of PME, delivered a Report on Infrastructure Facilities, detailing both completed and on-going projects across the university.
Following a lunch break, the afternoon session shifted its focus toward forward planning. Participants discussed Catch-Up Plans and Strategic Interventions for the remainder of the fiscal year before PME Head Arcenas returned to the floor to present the FY 2027 NEP Physical Targets, including the cascading of targets per college, and subsequently the FY 2027 NEP Budget.
The program then moved into a synthesis of the day’s discussions, drawing together the key points raised throughout the review. Engr. Dela Torre concluded the event with his closing remarks, thanking participants for their engagement and reaffirming the university’s commitment to its institutional targets.
The Mid-Year Agency Performance Review reflects CHMSU’s continuing commitment to transparency, accountability, and strategic planning, ensuring that its programs, projects, and activities remain aligned with institutional goals and the needs of the communities it serves.
