Carlos Hilado Memorial State University (CHMSU) officially entered into a partnership with the Department of the Interior and Local Government–Negros Island Region (DILG-NIR) on May 22, 2025, through the signing of a contract to implement the Citizen Satisfaction Index System (CSIS) project.
CHMSU President Norberto Mangulabnan signed the Contract of Service alongside DILG-NIR Acting Regional Director Teodora Sumagaysay and Bacolod City Director Christian Nagaynay, formalizing the collaboration to carry out the CSIS guidelines.
The ceremonial signing took place at the Administration Building, with key officials in attendance, including Vice President for Research, Extension, and IP Services Andrew Eusebio Tan, Assistant Regional Director and OIC Regional Director Lailyn Ortiz who joined the ceremony virtually, Vice President for Academic Affairs Jay Estrellas, and Assistant Vice President for Academic Affairs Riza Manalo, among others.
This initiative aligns with DILG-NIR’s commitment to enhancing public service by leveraging the CSIS to collect relevant data on citizen satisfaction with local government unit (LGU) service delivery.
The project seeks to strengthen partnerships between regional institutions and stakeholders focused on public service excellence.
Through CSIS, the performance of LGUs can be evaluated more effectively, ensuring greater accountability and responsiveness to the needs of citizens and communities.
