CHMSU joins AACCUP President’s Summit on new accreditation framework

Officials of Carlos Hilado Memorial State University joined the 2025 Presents’ Summit of the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP) held at Century Park Hotel in Malate, Manila on August 14-15, 2025.

Leading the CHMSU delegation, President Norberto Mangulabnan was accompanied by Director for Quality Management Yrika Marie Dusaran, College of Education Dean Ophelia Duayan, Bachelor of Elementary Education Program Chairperson Leizl May Tortogo and Engr. Russel De la Torre, Director for Information and Communications Technology.

Centered on the theme “Quality Assurance and Accreditation: New Framework, New Directions in Higher Education,” the summit organized by AACCUP Inc. brought together presidents of State Universities and Colleges (SUCs) from across the country to harmonize institutional strategies with both national and global quality standards.

The event emphasized the pursuit of continuous improvement and international competitiveness, introduced the updated framework for Quality Assurance and Accreditation, unveiled the revised AACCUP standards and tools, and facilitated the exchange of best practices, challenges, and innovative approaches within the dynamic field of higher education accreditation.

In her opening remarks, AACCUP Executive Director Milabel Ho highlighted the fruitful results of the AACCUP-ATQA Harmonization Workshop and welcoming newly elected state university and college (SUC) presidents.

AACCUP President and Chair Anthony Penaso of the Bohol Island State University (BISU) delivered the first official message for the Presidents’ Summit participants and introduced the audience to keynote speaker Commissioner Shirley Agrupis, chairperson of the Commission on Higher Education.

Commission Agrupis elaborated on the institution’s ongoing initiatives to tackle challenges facing the Philippine higher education landscape.

In his speech entitled “Aligning Institutional Strategies with National and International Benchmarks: Promoting Continuous Improvement and Global Competitiveness,” AACCUP President Penaso again addressed the summit participants.

He explained the importance of infusing local quality assurance processes with internationally accepted practices.

The first day of the summit capped off with the agreement signing between AACCUP and the British Council.

The first session of day two focused on the “Best Practices, Challenges, and Innovation in the Evolving Landscape of Higher Education Accreditation,” discussed by Director Raul Muyong of CHED’s Office of Institutional Quality Assurance and Governance.

The lecture was followed by call for shared commitment to pursue excellence, transparency, and accountability in higher education by President Tirso Ronquillo of the Philippine Association of State Universities and Colleges (PASUC).

The final session covered the topic “Quality Assurance and Accreditation: New Framework, New Director in Higher Education” discussed by Rep. Jude Acidre of the House Committee on Higher and Technical Education of the House of Representatives.
