The Financial Management Services Division (Budget Section) successfully conducted the Budget Orientation and Workshop at the Function Hall, Green Building, Talisay (Main) Campus on August 29, 2025.
This activity marked the culmination of a series of seminars held across four campuses, with Talisay Campus serving as the final stop. Administrators, deans, directors, and staff participated in the event, which aimed to broaden understanding, enhance knowledge, and strengthen skills in budget document preparation, equipping them to carry out their responsibilities with greater efficiency and effectiveness.



The workshop opened with welcome remarks from Atty. Juliet Pasustento, Chief Administrative Officer for Finance, underscored the vital role of sound financial management in ensuring institutional sustainability. Following her message, Marilou Duca, Administrative Officer V and Budget Officer III, presented the issues and budget matters encountered for FY 2025. She was succeeded by Tony Boy Omblero, ADAS II and Budget Assistant from Binalbagan Campus, who introduced the new digitalized fund ledger designed to modernize financial tracking and improve transparency. Adding to the technical discussions, Mary Ann Bravo, Administrative Officer IV and Budget Officer II, provided updates on the Budget Utilization Report (BUR), balances of respective units, and the budget allocation system applied in distributing the FY 2026 MDS and STF Income Budget. Benjie Alimon, Administrative Officer IV and Budget Officer II, further detailed the process flow of Purchase Requests (PRs) and Obligation Requests (OBRs), including supplemental and realignment procedures and documentary requirements.





The afternoon sessions focused on operational and inter-departmental concerns. Ligaya Fuentes, Administrative Officer V, and John Cedric Sedeño led the discussion on BAC issues and concerns. This was followed by Leonard Guilaran, Administrative Officer V and Supply Officer IV, who addressed supply office challenges. Ariane Torres, Information Officer, tackled ICT issues and concerns, emphasizing the importance of streamlined digital systems in financial operations.
The workshop proper featured the preparation of Programs, Activities, and Projects (PAPs), budget allocation exercises, and the presentation of outputs with constructive critique. The program concluded with closing remarks from Ma. Christina Galen Parrocho, Supervising Administrative Officer for Finance, who commended the participants for their active involvement and highlighted the collective commitment to strengthening budgetary processes across the university.
By bringing together key officials and staff from across four campuses, the orientation and workshop reaffirmed the university’s dedication to improving financial management systems and promoting efficiency, transparency, and accountability in budget operations.
