The general administrative and support services (GASS) staff and personnel Carlos Hilado Memorial State University (CHMSU) Talisay (Main) Campus underwent the orientation on the Strategic Performance Management System (SPMS) and the formulation of the Fiscal Year 2026 Individual Performance Commitment and Review (IPCR), on August 25, 2026 at the Function Hall.

In his message, President Norberto Mangulabnan thanked the employees for their commitment to accountability and service. He added that as the ultimate implementers of the university’s targets, the employees go beyond activities and roles by providing meaningful quality service to students and stakeholders.
Meanwhile, VP for Administration and Finance Jay Estrellas, Chairperson of the Performance Management Team (PMT), underscored the importance of performance management, not as a fault-finding tool but a measure to recognized the outstanding performance and identifying rooms for improvement. This creates an environment where employees can perform at their best, he said.

The orientation is organized by the Planning, Monitoring, and Evaluation Unit (PME) under the leadership of Director Maria Agnes Arcenas. The unit serves as the secretariat of the PMT.
Director Arcenas led the SPMS presentation along with the sample of the updated IPCR. The assembly also became an avenue for the university executives to bring up issues and concerns. The activity then led to the workshop proper and by the end of the day, outputs presented to the PME.
