Pres. Norberto Mangulabnan reappointed as CHMSU President

Carlos Hilado Memorial State University proudly announces the reappointment of President Norberto Mangulabnan as University President, marking a renewed commitment to lead CHMSU toward continued excellence in higher education.

Pres. Mangulabnan was sworn into office on May 6, 2026, at the Commission on Higher Education (CHED) Central Office in Quezon City. The oath of office was administered by CHED Chair Shirley Agrupis, who also serves as Chairperson of the CHMSU Board of Regents (BOR).

The solemn ceremony was witnessed by distinguished members of the CHMSU Board of Regents: Alumni Representative Meo Mallorca; Faculty Representative Engr. Manuel Uy; Student Representative Neil Kevin Natabio; Private Sector Representatives Edith Villanueva and Joeny Bigay; and Atty. Jose Jonathan Ealdama, who represented Senator Loren Legarda.

The reappointment marks a renewed commitment by Pres. Mangulabnan to lead CHMSU in fulfilling its mandate of providing quality, accessible, and quality higher education.

Under his continued stewardship, the university will build on its achievements in academic excellence, research, community engagement, and institutional development, as it advances its vision for a stronger and more responsive state university.
