University execs meet for SPMS orientation, FY 2026 DPCR formulation

Carlos Hilado Memorial State University (CHMSU) officials, unit heads, and college deans from all campuses gathered at the Function Hall, Talisay Campus on August 18, 2026, for the orientation on the Strategic Performance Management System (SPMS) and the formulation of the Fiscal Year 2026 Department Performance Commitment and Review (DPCR) and Rating Matrix.

In his message, President Norberto Mangulabnan underscored the SPMS and FY 2026 DPCR’s goal of producing meaningful outcomes and realistic, measurable targets.

Meanwhile, VP for Administration and Finance Jay Estrellas, Chairperson of the Performance Management Team (PMT), emphasized that the outputs would give offices practical tools to assess their accomplishments.

The orientation is organized by the Planning, Monitoring, and Evaluation Unit (PME) under the leadership of Director Maria Agnes Arcenas. The unit serves as the secretariat of the PMT.

Director Arcenas led the SPMS presentation along with the sample of the DPCR. The assembly also became an avenue for the university executives to bring up issues and concerns. The activity then led to the workshop proper and by the end of the day, outputs were submitted to the PME.

VP for Academic Affairs Engr. Russel Dela Torre concluded the gathering with a message of commitment and gratitude to the participants for their continued dedication to good governance.
