In support of public safety in the region, delegates from Carlos Hilado Memorial State University (CHMSU) and the Philippine National Police (PNP) met to discuss a proposed collaboration on the implementation of the “Seen, Appreciated, Felt, and Extraordinary Services – Negros Island Region Dial 911” (SAFE NIR Dial 911) initiative.
The alignment meeting was held at the Conference Room of the Administration Building, CHMSU Talisay (Main) Campus on September 3, 2026.
SAFE NIR Dial 911 is a public safety program aimed at reducing crime in the region through increased police visibility, enhanced police operations, and strengthened emergency response. It seeks to institutionalize the PNP 911 hotline as a reliable emergency communication platform in Negros Island Region.

The initiative is a project of the Department of the Interior and Local Government (DILG), designed to improve public safety and public perception through strengthened coordination with partner agencies, including schools and local communities.
Representing the PNP at the alignment meeting were PMaj Rey Molas, Acting Chief of the Complaint Referral and Monitoring Center of the Police Regional Office – NIR (PRO-NIR); PMaj Wilfredo Benoman Jr., Acting Chief of the Provincial Community Affairs and Development Unit of the Negros Occidental Police Provincial Office (NOcPPO); PMaj Kenneth Ray Militar, Officer-in-Charge of the Community Affairs and Development Unit of the Bacolod City Police Office (BCPO); and PMaj Atty. Richmond John Escaño, Legal Officer.
During the meeting, the PNP proposed collaborating with CHMSU to help implement the initiative, tapping the university’s reach among its students, faculty, staff, and external stakeholders, as well as the academe’s expertise in researching the effectiveness of the SAFE NIR Dial 911 rollout.
Leading the CHMSU delegation were Jay Estrellas, Vice President for Administration and Finance; Ruvy Tuble, Executive Director of the Fortune Towne Campus; Joevelle Vergara, Executive Director of the Binalbagan Campus; Atty. Ricci Siason, University Legal Counsel; and Rhoderick Samonte, Director of the Center for Internationalization and External Relations.
Also joining were OIC Chief Administrative Officer – Administrative Division Sharon Juance; Atty. Gem Maquiling; Information Officer Keith Brandon Cari-an; and Rhoda Vista, Administrative Officer, who represented Executive Director Glen Peter Garcia of the Alijis Campus.
As an active partner of the DILG, CHMSU reaffirmed its commitment to working toward a safer and more secure community in the Negros Island Region.
