Carlos Hilado Memorial State University (CHMSU) strengthened its ties with the local community and the education sector through the signing of two separate Memoranda of Agreement (MOA) for two extension programs— one with the Local Government of Barangay Zone 14-A, City of Talisay, and another with Dr. Antonio A. Lizares Memorial High School.
The MOA Signing Ceremony was held on June 4, 2026 at the RIE Hub Conference Room, Talisay (Main) Campus.

Dean Ophelia Duayan of the College of Education welcomed the guest officials and representatives from Brgy. Zone 14-A and the Talisay City Social Welfare and Development Office, as well as the faculty and officials of DAALMHS.
Director Wanny Jaron of the Extension and Community Services, introduced the CHMSU representatives, program proponents, and partner institutions before the formal signing of the agreements took place.
Messages of support and commitment followed from CSWD Officer Dionela Madrona of the City of Talisay, DAALMHS Principal Raymund Grijaldo and Vice President for Research, Extension, and Intellectual Property Ma. Riza Manalo. Also present in the signing was Punong Barangay Oliver Casiano of Brgy. Zone 14-A
CHMSU President Norberto Mangulabnan also shared a message of commitment, affirming the university’s support for both partnerships.
Lastly, the closing remarks of Dean Arjay Alvarado of the College of Arts and Sciences was delivered by Prof. April Abrera, CAS Extension Coordinator.

About the Agreements
The first MOA, between CHMSU and the Local Government of Barangay Zone 14-A, Talisay City, formalizes the rollout of the university’s EDU-BARANGAY: Kaalam sang Ginikanan, Pagsanyog sang Pangabuhian extension program under the College of Education’s Bachelor of Secondary Education – Mathematics program.
Through two component projects — Tudlo ni Nanay kag Tatay, Kaalam ni Toto kag Inday (Home Tutoring) and PAGLAUM: Pagtuon, Pamatasan, Pangkabuhayan kag Pagtubo — CHMSU will provide training and support geared toward 4Ps grantees, non-working women, solo parents, and barangay staff and officials in the community, with the university and the barangay each contributing counterpart funding toward the program’s implementation.
The second MOA, between CHMSU’s College of Arts and Sciences and Dr. Antonio A. Lizares Memorial High School, establishes NatPro LabPro: Research Capacity Building for Science Educators and Students in a Remote Public High School, a community-based extension initiative that integrates natural products research with the development of localized, culture-responsive instructional materials.
The partnership aims to strengthen the research capabilities of the high school’s faculty and students, support contextualized science instruction, and advance the United Nations Sustainable Development Goals through a three-year collaborative engagement.
These agreements underscore CHMSU’s continuing commitment to community engagement and educational collaboration, extending the university’s resources and expertise to local government units and partner schools in the province of Negros Occidental.
