In adherence with Executive Order no. 02, also known as the Freedom of Information Order, signed by His Excellency Rodrigo R. Duterte on July 23, 2016, Specifically in Section28, Article II, which provides directive towards Constitutional Right on full public disclosure of all information and the right of people to information matters of public concern, hence, the Carlos Hilado Memorial State University, in compliance of such, issues this University Freedom of Information (FOI) Manual subject to approval by the Board of Regents.
