Year-End Agency Performance Review for FY 2025 held

Carlos Hilado Memorial State University (CHMSU) convened its key executives at the Function Hall, CHMSU-Talisay on April 29, 2026, for the Year-End Agency Performance Review for Fiscal Year 2025.

Organized by the Planning, Monitoring, and Evaluation Unit, the day-long event focused on evaluating the institution’s institutional achievements over the past year while laying the strategic groundwork for the upcoming fiscal periods.

The morning session commenced with opening remarks from VPAF Jay Estrellas, followed by a discussion on the review’s rationale led by PME Head Maria Agnes Arcenas.

A comprehensive presentation of the FY 2025 Year-end Performance Review Report formed the core of the morning’s agenda. This included a detailed breakdown of physical and financial accomplishments presented by PME Head Arcenas, alongside highlights of the year’s successes shared by VPREIP Ma. Riza Manalo, VPAA Engr. Russel Dela Torre, and VPAF Estrellas.

The session concluded with updates on infrastructure and facilities development by Planning Officer Engr. Kit Adrian Reyes and the results of the Annual Customer Satisfaction Measurement.

Following the midday break, the afternoon session shifted focus toward accountability and future planning. Planning Officer Cherryl Salaya provided a status report on the 2025 Five-Year Development Plan (FYDP) targets, and Quality Objective Action Plans and Quality Objective Monitoring (QOAP/QOM), addressing both met and unmet goals to facilitate catch-up strategic interventions.

The university also looked ahead by reviewing physical performance for the first quarter of FY 2026 and discussing the submission status of the Results-Based Action Plan for 2026–2027.

The review wrapped up with a forward-looking discussion on the FY 2026 Five-Year Development Plan targets and crucial administrative matters, including reports on PIPOL and the 2027 Technical Budget Hearing.

The event was formally closed by Asst. VPAA Noralyn Esona, who emphasized the university’s commitment to transparency, academic excellence, and continuous institutional growth.
