Carlos Hilado Memorial State University (CHMSU), through its College of Arts and Sciences, formally sealed a partnership with the Cabagtasan Tribal Council (CTC) through a Memorandum of Agreement (MOA) signing held at Cabagtasan Elementary School, Sitio Cabagtasan, Barangay Codcod in San Carlos City on July 13, 2026.
The event also marked the launch of Heritage and Harmony: Mabakod nga Dunang Manggad, Bugal sang Cabagtasan Tribal Council, a community extension program aimed at empowering the Bukidnon indigenous community of Sitio Cabagtasan in preserving and promoting its cultural heritage while pursuing the United Nations Sustainable Development Goals.

Under the agreement, CHMSU commits to developing instruction, research, and extension initiatives that support the tribal community’s development goals, while the Cabagtasan Tribal Council will facilitate access to the community and provide venues for project activities, in accordance with indigenous peoples’ protocols. Both parties agreed to hold regular consultations and quarterly meetings to monitor and evaluate the partnership’s programs and projects.
The CHMSU representatives, city and school officials, and IP community members were welcomed by CTC Chair Leonisa Impil. CHMSU representatives and partners were introduced by Extension Officer Rovian Jane Sebarillo, before the signing of the MOA proper.
Extension Program Leader Soledad Estares, resented an overview of the extension program, while Extension Project Leader Lovelyn Granfiel presented the specific projects to be undertaken under the partnership. Also present in the signing was tribal elder Felizario Impil.
Director for Research and Development Ivy Aboy delivered a message of commitment on behalf of the university. Meanwhile SDO San Carlos City School Superintendent Ma. Teresa Geroso, Codcod Punong Barangay Carlito Lastimoso also shared their messages amid the program launch.
