CHMSU, DepEd SDO Talisay City to bring university-developed educational toy into classrooms

The University formalized a partnership with the Department of Education – Schools Division of Talisay City allowing the use of a university-developed educational toy in Magcorao Elementary School.

Signed on October 27, 2026 at DepEd SDO Talisay City Office, the agreement covers the Utility Model “An Educational Matching Toy” (Utility Model Registration No. 2/2025/051431, issued January 28, 2026) and its copyrighted User’s Manual.

Both are outputs of the research “Design and Development of SynAnto (Synonyms-Antonyms) Vocabulary Instructional Toy Cylinder” by Prof. Vanessa Joy Judith, a faculty of the College of Education (COED). The Utility Model is registered in the names of Prof. Judith and Director Armando Reosura of the Intellectual Property Management Office (IPMO), while the User’s Manual is registered solely to Prof. Judith.

The MOA was signed by OIC-Schools Division Superintendent Jen-Ann Rosal and President Norberto Mangulabnan, represented by Research and Development Services (RDS) Director Ivy Aboy and COED Dean Ophelia Duayan.

Joining the ceremony were Magcorao Elementary School Teacher In-Charge Richard Din Gomez, Prof. Judith, COED Research Coordinator Rolando Jr. Peralta, COED faculty, RDS staff, schools division officers.

Under the agreement, Magcorao Elementary School receives a non-exclusive license to use the toy and manual for non-commercial instructional purposes within its own school premises and programs. The registrants retain ownership of and moral rights over their work.

CHMSU, through the Research and Development Services, Extension and Community Services, Intellectual Property Management Office, and the College of Education, will schedule activities and monitor how the toy is used in classes.

The school will help gather baseline data, support monitoring and evaluation, and provide logistical support, including a venue and access to teachers, pupils, and class schedules.
