CHMSU joins PASUC 2026 annual convention, general assembly

Carlos Hilado Memorial State University (CHMSU) is joining State Universities and Colleges (SUCs) from across the country in full force for the 2026 PASUC Annual Convention and General Assembly, held from July 13 to 15, 2026, at the SMX Convention Center Manila, Pasay City.

Led by University President Norberto Mangulabnan, the university’s delegation joined SUC leaders, policymakers, educators, and partner institutions to chart the future of Philippine public higher education through innovation, strategic governance, and inclusive development.

The convention was formally opened by PASUC President Tirso Ronquillo, President of Batangas State University. The first day of the three-day event highlighted a keynote speech from Senator Sherwin “Win” Gatchalian, President of the Senate of the Senate of the Philippines.

Organized by the Philippine Association of State Universities and Colleges (PASUC), the convention and general assembly carries the theme “Transformative Leadership and Strategic Governance: Empowering SUCs for Sustainable and Inclusive Futures.”

Accompanying Pres. Mangulabnan are Assistant Vice President for Academic Affairs Noralyn Esona, College of Arts and Sciences Dean Arjay Alvarado, and College of Education Dean Ophelia Duayan. Also joining the delegation are Director for Internationalization and External Relations Rhoderick Samonte, Director for Quality Management Yrika Marie Dusaran, Director for Planning, Monitoring, and Evaluation Maria Agnes Arcenas, and Director for Student Affairs and Services Maria Victoria Violanda.

Rounding out the group are Alijis Campus Executive Director Glen Peter Garcia, CHMSU Board of Regents Secretary Roy Ramos, and Executive Assistant Josel Osal.

Throughout the convention, delegates will take part in a high-level dialogue with national education leaders, plenary sessions on governance, innovation, digital transformation, research, and human capital development, as well as leaders’ exchange sessions with government, industry, and international experts.

The gathering will also provide networking and partnership-building opportunities among SUCs and stakeholders nationwide.

CHMSU’s participation in the assembly reflects the university’s continued commitment to strengthening institutional governance, fostering collaboration among state universities, and advancing quality, inclusive public higher education in support of national development goals.
