Orientation on the New Government Procurement Act held

Carlos Hilado Memorial State University (CHMSU), through its Procurement Management Unit (PMU), successfully conducted the Orientation on the Salient Features of the New Government Procurement Act (RA 12009) on September 7, 2026 at the Function Hall, Talisay Campus.

The activity gathered the Bids and Awards Committee (BAC) Members, the Procurement Transition Task Force, Technical Working Groups (TWGs), PMU Personnel, and End-Users from the University’s four campuses.

The program opened with remarks from VP for Administration and Finance Jay Estrellas, and Atty. Ricci Siason, BAC Vice-Chairperson, who set the context and rationale for the orientation.

The main session, led by the Procurement Management Unit, covered an overview of RA 12009, market scoping procedures, and the formulation of Project Procurement Management Plans (PPMPs).

The event concluded with an open forum and closing remarks delivered by OIC-Chief Administrative Officer of the Administrative Services Division Sharon Juance.

Through the orientation, participants were equipped to produce compliant Project Procurement Management Plans and Market Scoping Forms in line with the provisions of the new procurement law.
